BAKGRUNN (fra kommisjonsbeslutningen)
(1) Directive (EU) 2015/2193 requires Member States to take the necessary measures to ensure that, as of 1 January 2029, no existing medium combustion plant with a rated thermal input of less than or equal to 5 MW is operated without a permit or without being registered. As a consequence, availability of data for those plants might be limited before that date.
(2) For the purpose or reporting, Member States are to submit to the Commission, by 1 October 2026 and by 1 October 2031, reports with qualitative and quantitative information on the implementation of Directive (EU) 2015/2193, on any action taken to verify compliance of the operation of medium combustion plants with Directive (EU) 2015/2193 and on any enforcement action for the purposes thereof.
(3) Member States are also required to submit to the Commission, by 1 October 2026, reports with an estimate of the total annual emissions of SO2, NOx and dust from medium combustion plants.
(4) The technical formats to be used by the Member States for reporting in accordance with Article 11(1) of Directive (EU) 2015/2193 should be drawn up in a way that helps the Commission to submit a summary report to the European Parliament and to the Council on the implementation of that Directive pursuant to its Article 11(4). Those technical formats should address key provisions of Directive (EU) 2015/2193 and allow for the provision of aggregated data, including on plant categories, emissions, energy input and capacity.
(5) To ensure the consistency and coherence of information provided by the Member States on the implementation of Directive (EU) 2015/2193, and to facilitate the exchange of information between Member States and the Commission, the Commission is to make an electronic reporting tool available to the Member States for reporting purposes, in accordance with Article 11(3), first subparagraph, of Directive (EU) 2015/2193.
(6) The measures provided for in this Decision are in accordance with the opinion of the Committee established by Article 75(1) of Directive 2010/75/EU of the European Parliament and of the Council,
